Answer: According to this Github Issue 4198, tejasaks commented that "Bulkadmin role is unsupported on Linux for the moment. Users require sysadmin privileges to perform bulk insert. If it is not documented today, we should document it."

In-conclusion, try granting sysadmin to the User you want the bulkadmin privilages to escalate to. I hope this helps you.
