Democrats have a new plan to legalize marijuana federally

Sens. Booker, Schumer, and Wyden released a draft of legislation that proposes sweeping reform to US marijuana policy. The Cannabis Administration and Opportunity Act would decriminalize marijuana, and expunge federal cannabis convictions.
