U.S., Mexico reach partial agreement to resolve trade conflict, a step towards a NAFTA deal

The deal is the more important result so far in a year-long effort to renegotiate NAFTA. But it leaves several controversial issues unresolved and Canada, which has not participated in the talks for weeks, has yet to sign on.
